TXDOT issues Vehicle Replacement Grants(VCR) on an unpredictable basis. It would be good for TXDOT to develop a comprehensive vehicle replacement program using FTA and TXDOT funds. TXDOT could even take the lead on purchasing large quantities of buses allowing Local options for colors, logos, etc.
